Chicago City Council has approved a $5.5m
(£3.6m) reparations package to the victims of a rogue detective squad
that tortured scores of mainly African-American detainees.
It is estimated that up to 80 claimants may be eligible to awards of around $100,000.
The city also issued a formal apology and promised to teach schoolchildren about the scandal.
Former Chicago police commander Jon Burge was ringleader of
the abuse while in charge of Area 2 headquarters on the city's south
side between 1972 and 1991.
