Chicago City Council has approved a $5.5m (£3.6m) reparations package to the victims of a rogue detective squad that tortured scores of mainly African-American detainees.

It is estimated that up to 80 claimants may be eligible to awards of around $100,000.

The city also issued a formal apology and promised to teach schoolchildren about the scandal.
